Protest against racism in Delhi and Itanagar
ITANAGAR, Mar 15: Arunachalee students on Wednesday organised a dharna outside the Karnataka Bhawan in Delhi in protest against the attack on Higio Gungtey, a student of Christ University, Bengaluru.
Higio Gungtey, who hails from Arunachal Pradesh and is a fourth-
Students submitted a five points memorandum to the resident commissioner of the Karnataka Bhawan demanding immediate intervention of the government of Karnataka into the matter and deliver speedy justice, free and fair special investigation team (SIT) to be constituted to probe into the case, compensation and immediate medical care and attention to be given to the victim, punishment to the culprit and a Special Police Team to safeguard and protect people living in Bangalore.
Arunachal Student Union Delhi, North East Student Society Delhi University, Arun Chetna Manch and several other organizations have formed Justice for Higio Gungtey Committee to fight against racial attack, informed its Chairman Rikar Dini.
The students later protested in front of the Arunachal Bhawan, New Delhi seeking action against the latest attack.
Meanwhile, All Arunachal Pradesh Students Union (AAPSU), All Nyishi Students' Union (ANSU) and Arunachal Pradesh Youth Congress (APYC) have strongly condemned the brutal assault on Gungtey.
Taking serious note of the incident AAPSU President, Hawa Bagang asked the concern authority to take appropriate action against the guilty. It also appealed the state Govt to take up the matter with Karnataka counterpart for justice to the victim and requested the MoS for Home Kiren Rijiju to look into the case seriously to prevent such incidents in the future.
AAPSU appealed to the students who are studying outside the state to take precaution.
"This is not the first incident, we have witnessed a number of such incidents in the past in which our students are victimized," the AAPSU resented.
All Nyishi Students' Union (ANSU) has appealed to Kiren Rijiju, Chief Minister Pema Khandu and Governor to take up the matter with Karnataka Government to book the culprit under ST/SC Atrocities Act 1989 and give justice to the victim.
Expressing concern over the increasing racial discrimination against the students

Arunachal Pradesh Youth Congress (APYC) also termed the incident as racial discrimination and urged state government to take up the matter with Karnataka counterpart for punishment to the culprit as per law. It further requested Kiren Rijiju to act practically for justice to the victim.
Strongly condemning the alleged racial attack on Higio Gungtey, a fourth semester student of Christ University, Bangaluru in Karnataka on March 6 last, by his rent owner B Hemant Kumar, the Arunachal Indigenous Tribes' Forum (AITF) in a release on Wednesday, sought the state government's immediate intervention into the matter.
While commending the Karnataka Police for its prompt action in nabbing the accused, the Forum has further urged the state government to take up the matter with the Karnataka government to ensure justice for the aggrieved student.
In Itanagara protest against racism and attack on Higio Gungtey is being organized by Civil Societies on Thursday, March 16. The rally which starts at 7.30 AM from Akashdeep and will culminate at IG Park.
Legislative Assembly passes budget
ITANAGAR, Mar 15: The State Assembly on Wednesday passed the Rs.16015 Crore budget
for 2017-
It was passed with voice vote after two days of debate and discussion by the members.
The budget, which was presented by Mein on March 10, has an increase of Rs. 2791.79 Crore over the previous year, which was Rs 13,243.21 Crore.
Speaker TN Thongdok adjourned the Assembly sine die after a brief discussion on release of LOCs and payments.
Prior to passage of the budget, Mein said that the budget will address core economic sectors and fulfill people's aspiration.
Chief Minister Pema Khandu called for turning the budget into reality.
He called upon the elected representatives, government employees from top to bottom level to develop work culture and will power and prioritize issues of common interest over all issues to achieve the budget goals.
"The High Power Committee (HPC) constituted will be activated soon to monitor implementation of the budget," Pema said.
"Corruption is the main hindrance to development and it must be rooted out," the Chief Minister said, and called upon people to join hands in the fight against corruption for progress.
On air connectivity, Pema said that six ALGs are ready to opertionalize and the state would soon have commercial flights.
Lamenting the absence of an airport in the state capital, Pema assured to pursue the airport issue with Centre and finalize it.
Earlier, participating in the discussion, member Wanglin Lowangdong suggested the government to give priority on exploring the yet unexplored resources of the state.
He urged the government to give attention towards Geology and Mining Department.
He also called for strict checking to prevent revenue pilferage and review of revenue structure.
Expressing serious concern over uncontrolled drugs problems in eastern districts, Lowangdong informed the house that as per Narcotic Control Board report, 2014, 80% of the youths are opium addicted. He also informed that 762 tons of Opium cultivation was reported during that period, Lowangdong urged the Government to look into matter seriously.

Sanctuary of Democracy Shifts

ITANAGAR, Mar 15: The 42 years of journey of Arunachal Pradesh Legislative Building in Naharlagun came to an end with the conclusion of the 11th session of the Sixth Legislative Assembly on Wednesday. By April, the sanctuary of democracy is shifting to its permanent new building at Itanagar.
It was an emotional day.
One of the oldest members, Chowkham MLA, CT Mein delivered a farewell speech today reminiscing the journey of cramped old building.
78 years old MLA shared his experiences as he officially announced his last session in old building. Mein's brief speech welled up many legislators.
Mein who first got elected way back in 1978 informed that initially the Provisional
Legislative Members got Rs 250/-
The old building has a tale to tell. It had its first Provisional Legislative Assembly
session under Union Territories in 18th August 1975. The journey started at the
makeshift barrack accommodating five provisional legislative members-
After attaining statehood, the first legislative Assembly session was held on 26March 1990 in the building, enough space made to squeeze in sixty elected members, invited visitors and the press gallery.
The nondescript but historically important legislative building has seen nine chief ministers.
"630 honourable members have come and gone, many are not with us, many are retired, but whatever Arunachal Pradesh today is because of the legislations which have been brought to the house. Today's progress is due to that house" said Speaker TN Thongdok pointing out the histories of the state associated with the building.
In a country famous for verbal disruptions and physical fights during legislative sessions, Arunachal Pradesh Legislative Assembly has remained one of the most disciplined and blissful.
"I never come across unruly behaviors from the honourable members", Thongdok adds.
There is mixed feelings among the staffs at the prospect of shifting. Few of them are excited to work from the new building with spacious rooms, however many are emotionally attached to the old building.
"We are expecting better facilities, spacious room in new building" said Kingsuk Chaudhry, a computer operator.
Another staff wanted the Assembly to be continued in same old building for their convenience. "I wish Assembly continued in this old building, it will be difficult for us to commute to Itanagar" a staff said.
Section Officer L Kumar R who has been working in the Assembly for the last 36 years feels that building is historical.
The cramped and congested state Legislative Assembly building will be remembered for years to come. The baby steps to democracy were taken in the same corridors that will make way for the new Medical College.

Governor meets community leaders
ITANAGAR, Mar 15: Governor of Arunachal Pradesh P.B. Acharya met the representatives of Assamese, Bengali, Jain, Malayalee, Marwari and Punjabi communities in Raj Bhavan on Tuesday.
The Governor exhorted them to maintain one's distinct identity, culture and traditions and also concomitantly intermingle with the local communities. He urged the representatives to strengthen oneself so as to strengthen the society where the communities are rendering their service.
The Governor said that some benefit of their enrichment should go back to the local communities under 'Citizen Social Responsibilities' (CSR). One needs to have the spirit to serve the Arunachali society and for this, any of the societies can adopt a Government School, orphanage or a hospital and if possible sponsor few underprivileged people and facilitate the illiterate to avail benefits under various schemes of State and Central Governments, he said.
The Governor urged upon the social leaders to be nodal agents of Central Government programmes and schemes and to work towards 'Beti Bachao Beti Padhao' and against drug addiction.
The society representatives requested the governor for his initiative for the train service to South India, cultural exchange programmes and promotion of Yoga in bigger way.

Gambling and sale of tobacco products prohibited
ITANAGAR, Mar 15: The Capital Complex District Magistrate, Prince Dhawan has in an executive order U/s144 Cr.P.C of 1973 r/w Section 31 of the Cigarettes and other Tobacco Control Products Act (COTPA), 2003, issued on Wednesday, prohibited sale and consumption of Tobacco/ Gutka/ Cigarettes/ Panmasala, etc in and around 100 mtrs radius of educational institutions/ Hospitals within the Capital Complex jurisdiction.
He further cautioned that violation of the order may lead to prosecution under relevant provisions of the law.
The district administration further appealed to all not to sell or consume tobacco and nicotine products, which are already banned by the Govt. of India as well as the GoAP.
Meanwhile, in another order, the District Magistrate prohibited all kinds of gambling in the entire jurisdiction of the Itanagar Capital Complex. He further issued directions to the Capital Complex Superintendent of Police and all the Executive Magistrates to keep strict vigil and take strict action against those who indulge in gambling.
He further requested the denizens of the Capital Complex to report any gambling activities going on within the Capital Complex to the concerned administrative officers and nearest police station. (DIPRO)

DTF review meeting on IPPI and Mission Indradhanush
ZIRO, Mar 15: A meeting of the District Task Force on Immunization (DFTI) was held at the Conference Hall of the General Hospital here on Wednesday to review the performances of the 1st round of Mission Indradhanush(MI) and IPPI and to discuss the microplan for the 2nd round of IPPI.
Addressing the meeting ADC, Nending Chatung expressed concern over continuous absenteeism of few DFTI members and poor participation of the teachers during all national health programs for children and directed the DDSE to issue circulars in time and ensure teachers participate in the programs.
On the suggestion of Secretary, All Hari Women Welfare Association, Hage Tarun Yanku for issuing circulars to all the schools regarding the important health programs and their schedules, ADC Chatung directed the DDSE and the DRCHO to liaise and circulate the schedules to all the government as well as private schools and day care centers.

World Consumer Rights Day observed
ITANAGR, Mar 15: The World Consumer Rights Day was observed across the state on Wednesday.
In Bomdila, while addressing a gathering at Multi Indoor Sports Club, DF&CSO, T Gamlin called upon the consumers to be well aware of their rights and responsibilities. He urged the traders to shun illegal practices and be a part of the well conceived progressive society.

Coordination meeting on flagship prog and Aadhaar enrolment held
YUPIA, Mar 15: A coordination meeting with all administrative officers including head of departments and BDOs on the ongoing Central Govt flagshipship programme and status of Aadhaar card enrolment of officers, staffs and beneficiaries in Papum Pare district was held at DC's conference here on Wednesday.
Presiding over the meeting Deputy Commissioner Tai Kaye informed that the administrative reform department of the PMO has been strictly monitoring the achievement and progress of the implementation of all the flagship programme and other developmental schemes. He requested all the HoDs to submit the status of ongoing schemes and new scheme proposal with proper documentation.
Stressing for enrolment of officers, staffs and Govt schemes beneficiaries in Aadhaar card, DC asked the DSO Economics and Statistics who is nodal officer to immediately arrange the necessary machineries for Aadhaar enrolment in uncovered or left out area and to constantly monitor the enrolment process.
SP Tumme Amo who was also present in the meeting informed that law and order situation is more or less peaceful and under control in the district. He assured the head of departments that Police personnel are always there to assist if there is any security problem.

Pema congratulates Parrikar, Singh
ITANAGAR, Mar 15: Arunachal Pradesh Chief Minister Pema Khandu has congratulated senior BJP leader Manohar Parrikar for being sworn as the Goa Chief Minister for the fourth time on Tuesday. Khandu also congratulated N Biren Singh, who took oath as the chief minister of Manipur today.

AR apprehends weapons dealer
KOHIMA, Mar 15: One Malu Sethi, a resident of Ponklasahi, Orissa was apprehended from Paharpur village with deadly explosives, detonator, shrapnel's & equipment for making IEDs during an operation launched by Jairampur Battalion of Assam Rifles on March 14.
He is reported to have admitted to supplying explosives to terrorist outfits and further admitted to have been convicted previously at Guwahati for similar offences and is on bail for last one year.
Donyi Polo Kargu Gamgi inaugurated
ITANAGAR, Mar 15: A Donyi Polo Kargu Gamgi (prayer center) was inaugurated at Balisori under Kamku Circle, West Siang district on Sunday last amidst the presence of hundreds of believers.

Airtel authority urged to activate mobile tower
ITANAGAR, Mar 15: The Mechukha Eco-
Narrating the problems faced by the people of the area due to lack of proper telecommunication facilities, the Society lamented that the Airtel authority has not yet taken any interest to provide mobile services in the town despite repeated pleas by them.
Airtel tower was erected at Mechuka town in June 2016 last year.
The Society, in a letter addressed to the Bharti Airtel General Manager, Itanagar, fervently urged for immediate activation of the mobile tower. The Society further cautioned that any further delay from Airtel will compel them to invite other service providers to replace it.
Meanwhile, the Society also requested the local MLA to personally take up the matter with Airtel authority for early activation of tower.
BWS demands high level enquiry
ITANAGAR, Mar 15: The Beyong Welfare Society has appealed to the state Govt to conduct high level enquiry into the Rakesh Beyong murder case to find out the root cause behind murder and arrest all the culprits involved in it.
A society release informed that on February 18 last Rakesh Beyong was brutally murdered by one Sagar Adivasi who reportedly admitted the crime after his arrest at Khola Camp, Bhalukpong in West Kameng district.
Expressing dissatisfaction at police investigation into the case, the Society suspected involvement of more persons in the murder case and urged the Govt to take necessary action within seven days to give justice to the deceased.

Different facet of politicians
Dear Editor,
Before elections we find politicians making promises which are never fulfilled and hitting out on each other parties .I would like to tell these politicians that if they are so interested in serving the state, they should refuse to take any salary or allowance or any benefit related to such post.
Tell the people what you can do and if you make any promises stand by it .A pauper if he wins an election, becomes a millionaire, but what about the aspirations and faith of the people who have elected him .There are so many persons in Arunachal Pradesh who without any financial power have done so much for the people .It is not that only if someone is an MP or MLA this can be possible. Maybe in future, a time will come when due to such purity of thinking in the minds of all, Arunachal will be a paradise.

After Hyderabad, Una and Bastar, it is now the turn of JNU to stage yet another agonizing incident; a Dalit research scholar being found hanging. In another incident, a student from Arunachal Pradesh faced racial attack in Bangalore. How long we will make ourselves lick the shoes of caste and race monsters? When will we Indians learn to tolerate Indians? And when will we Hindus learn to tolerate? A quick and stringent punishment must be dished out to those among us who are attacking the fabric of fraternity.
